>> in the news this sunday morning, september 23rd, a criminal investigation of chevron's richmond refinery is reportedly underway by federal authorities. >> and giants fever. the team clinches the n.l. west with a win over the padres. now the giants can focus on the playoffs, just two weeks away. thanks for joining us, i'm carolyn tyler. let's start with a quick first look at the weather with our meteorologist lisa argen. >> hi there, carolyn. good morning, everyone.

from our sutro camera you can see a little bit in the way of low clouds and fog. some of had is creating dense fog along the shoreline. the sun is up, 6:59. it will be gray at our coast. temperatures have dropped into the 40s in some spots. but for the rest of the morning, we are talking low to mid-50s and some upper 50s. then by noontime we will see mostly sunny skies, 60s and 70s. a few high clouds drifting by this afternoon for temperatures of slightly cooler, a little bit more of a sea breeze. we will see mid-60s downtown, 70s around the bay. low 70s for oakland today with mid-80s inland. and this evening a little bit more fog. so we have a railroad fall-like forecast. the rest of it is upcoming. carolyn. >> thank you, lisa. >> a federal criminal investigation of chevron's richmond's refinery is underway. officials are examining why chevron allowed hydrocarbon

gases to by-passed through monitoring equipment to be burned off or flared. the "san francisco chronicle" reports the u.s. environmental protection agency has launched a criminal probe over the 2010 discovery of a pipeline that routed sulfur dioxide gases around pollution controls. epa investigators want to know who at chevron was aware of the bypass pipe, and whether company officials deliberately tried to deceive air quality regulators. chevron fixed the problem and agreed last year to pay a $170,000 fine for air quality violations from 2005 to 2009. tomorrow county, state and federal agencies will give an update on the investigation into the august 6th fire at that refinery. as you know, thousands of people went to hospitals reporting breathing problems. the investigation continues, but inspectors are blaming the fire on a failing pipe, saying it had worn down to only 20% of it's original thickness and it should have been replaced during a november inspection. that public meeting will be held

from 6:00 until 8:30 tomorrow night at the richmond memorial auditorium at 3403 civic center plaza. tomorrow morning san francisco police will hold a town hall meeting in response to thursday's shooting where officers with the undercover gang task force shot a 24-year-old man they say pointed a gun at them. it will be monday morning in the mission district. for two nights in a row, thursday and friday, angry mobs hit several businesses in response to the shooting. this is cell phone video taken friday of more than 50 people protesting down 18th street. you can see someone breaking away from the group and pushing over tables and throwing paintballs at a restaurant. >> i was by the door and i hear something very loud outside. basically someone throwing a chair and table by the window and they also had a gun with a spray color.

they started spraying all over the window. >> protesters also broke windows at u.s. bank and wells fargo. they even hit the mission district police station itself. >> knew anatural ses by our media partner, the san jose mercury news shows pinch and reform efforts are doing very little to address double dipping, which is not illegal, but it can cost communities big bucks. double dipping is when retired safety workers receive both a pension and a paycheck. former san jose police chief, william, is one of the biggest beneficiaries of the practice. he's earning a total of $400,000 a year in retirement pay from san jose, along with his current salary of san diego's police chief. and he's not alone. redwood city's former police chief grossed $350,000 last year by double dipping from a san jose pension. and contra costa retiring clayton police chief daniel lawrence combines his salary

with a pension earning $282,000 last year. record sales are predicted for apples new i-phone5 which went on sale friday. more than 10 million expected to be sold by the end of the month. but some of the shine has already worn off the smartphone. abc7 news reporter tells us why some new owners are complaining after waiting in long lines to get one. >> sales are still brisk here at the apple store on university avenue. new i-phone owners aren't shy about showing off their new buy. some found a tiny chip on the phone just after he left the store. >> that's no fun. >> one customer was quickly wisked into the store by an employee after he showed our camera a chip on his phone. we heard them saying they would take care of the problem. on the facebook page there's

more than 50 comments. she writes, blah apple, i'll stick to my four-year-old incredible, i can get to where i need to go and make calls. paul b writes, if it's that easy to chip and scrap it in the box it came in, sorry, apple, about you just made up by mind with the upgrade. i'm going with the htc-x-1. >> and keri, i have dropped by older i-phone probably 40 times since i bought it. always works. i love apple. >> it doesn't matter to apple lovers. the phones are sold out in palo alto. and one is said to switch carriers just to get the phone. >> if you want to buy a phone from sprint, you have into it. >> she's a consumer psychologist with golden gate university. she said people will overlook i-phone flaws due to the left behind by the founder. >> i think the magic by steve jobs sort of left us unable to focus on the negative qualities

of the phone. >> samsung is trying to make it disappear. a recent spate of ads shows galaxy owners are using technology apple doesn't have. it shows a man waiting in line to buy a phone. he's shown standing in line using his samsung, only so his parents can buy the phone, suggesting the galaxy is for the younger set. the bitter controversy between apple and samsung is still brewing. neither side is satisfied with last month's $1 billion verdict in apple's favor. samsung wants a new trial and apple wants an additional 7 lunn $7 million in damages. both files filed papers yesterday to amend or to toss out that verdict. coming up next, more criticism for mitt romney for a remark he made about california during a campaign stop near san diego. and the vice presidential candidates hit the campaign trail with just six weeks remaining until election.

but yesterday the vice presidential candidates carried much of the load. abc news reporter karen traverse reports. >> what was once seen as solidly in president obama's corner, but with just six weeks in election day, the badger state may be up for grabs. the president made his first stop in wisconsin since february. mitt romney has been there 17 times since then. in 2008 mr. obama won wisconsin by 14 points but knee policy show a tight race. romney was fundraising in california with his running mate who stumped in battleground florida. >> the president came in with hope and change. well, hope has fell away from us. >> ryan said the obama administration has failed on the economy. >> we must restore the american idea of opportunity. of upward mobility. >> let's hear a greeting! [cheers and applause] >> vice president biden campaigned in new hampshire.

the granite state has only four electoral vote but both campaigns are fighting hard for them. >> never, never, never have we built this country from the top down. it's always been built from the middle out. >> rallying union members in manchester, biden said the romney-ryan economic plan to take the country backwards. >> they are doubling down on everything to cause the economic crisis in the first place. >> the stump to election day will only get more intense. absentee ballots are already available in wisconsin and there's some form of early voting in all of the other seven battleground states. karen traverse, abc news, washington. mitt romney is defending himself again after taking a shot at california last night. during a fundraising event in southern california he accused president obama of taking america on a pathway to become like europe. then he said, quote, it's even possible we could be on a pathway to become california."

romney later said he was just joking. romney's tax returns are a hot topic this weekend in the presidential campaign, along with questions about a newly discovered secret recording where romney criticized 47% of the country. and what about president obama and his first term record? what does he have to say before the contract cal presidential debates? senior advisers from both campaigns address those issues and more coming up at 8:00 on "this week" with george stephanopoulos. that's right here on abc7. if you liked yesterday, you will like today and tomorrow and on and on. >> yeah, you know, you might need the jackets heading out. we have numbers in the 40s along the coast. but from mount tam, the sun almost up. we have clear skies around most of the bay, but some dense fog will allow for some chilly numbers in some of the protected

>> we are into fall and the weather has been glorious. >> the averages get pretty warm but the mornings cool. temperatures dropped into the 40s in some spots this morning and the fog is dense from the coast. here's a look at the sutro camera. looks beautiful. sun up 6:59, setting 7:04. a little over twelve hours of date. and back closer to the city, we are looking at clear conditions. there's the bay bridge. not much wind. that has allowed for the fog to be quite a problem around half moon bay. less than a quarter mile visibility. live doppler 7 hd, we are also reporting fog at sfo at about two miles visibility. so we will look for the visibility to improve. the fog is dense because the marine layer is being squashed at around 1,000 feet. 49 this the city with 51 redwood city. warmer in fremont and livermore with 60 in antioch. once again in the upper 40s

from santa rosa. chilly there. 50 in napa. our setup once again with the coastal clouds, a little bit more widespread this morning. that will bring slight cooling today with an afternoon sea breeze. it will allow the temperatures to really cap off in the mid-80s in our warmest inland valleys. but we are looking at the first couple days of the week to be maybe a couple degrees cooler than yesterday. and then we are going to weekly warm up again. here's a look at our atlanta and radar composite. you will notice that we do have a weak system to the north of us. this will provide a few high clouds. but the emergency, not much moisture. headed to the north and east of us. but out ahead of it, it is pushing some of the low clouds, the fog our way. and because of that, we will get a little bit more in the way of that cooler marine air. slightly cooler air mass, allowing for temperatures to come down maybe two to four degrees today. but with those shorter days, yeah, the afternoon definitely gets a little bit on the cool side.

rip currents possibility along the central coast around marina state beach. but otherwise we are talking about plenty of sunshine. feeling pretty good with low 60s by 1:00 at at&t park. by the afternoon mid-60s, a little breezy with a few high clouds. temperatures back home over across the bay for the raiders, 72 there. upper 60s for richmond. still some 80s but low to mid-80s. from santa rosa, and you are down four degrees here in the east bay valleys. pretty comfortable, but notice some of the higher clouds. some pretty dense to go here receipt now with half-mile and quarter mile visibility along the central coast. then partly cloudy conditions with 75 in santa cruz. not much change from today to tomorrow, but breezy winds behind the system that will allow the temperatures to come up a few degrees. perhaps a stronger offshore wind event by then of the week. >> so when is it similar like that day after day, does it make

to vote by signing up on the internet. thousands have already used the state's new online voter registration system since it went operational just a few days ago. we get more now from abc7 news capital correspondent nannette miranda in sacramento. >> this is the old-fashioned way of registering to vote, filling out a paper form. this is the new way. filling out the voter registration application online and sending it via computer or smartphone. the california secretary of state launched a new online voter registration system a month before the deadline to be able to vote in the presidential election this november. >> the main reasons people don't register to vote is simply because they were never asked. now asking will just take a click, e-mail or text message. >> online voter registration finally brings california, ground zero for high-tech, into the 21st century. for your signature the state will simply pull up your driver's license record or

california i.d. already at the dmv. >> this newly-built system will allow us to digitally transfer an image of the voter's signature to their voter registration application. >> nearly 24 million californians are eligible to vote. more than a quarter of them or 6.5 million are not registered. a new sign-up method is expected to boost the voter policy among the young, who are already doing a lot of things online. >> you could register your dog. >> some say it will boost the possibility of fraud where anyone can register to vote. >> we have such a beautiful system. i don't know why we need to muck it up more than it already is. >> secretary bowen assists the same safeguards used for paper applications will be used for the ones submitted online, cross checked with dmv, social security and death records. >> we try to catch dogs who are registering. so the safeguards don't change. this is not automatic registration.

>> just in the first twelve hours alone, 3,000 people registered to vote online. the last day to register to vote to vote in the november election is october 22nd. in sacramento, nannette miranda, abc7 news. >> tomorrow a legendary san francisco comedy club will have one last laugh and shut down for good. the poperanion in north beach hosted the smothers brothers in 1961 and have filled their walls with photos of now famous comedians. but after nearly 60 years of jokes and laughter, the building is being sold and everything inside is going to be auctioned off tuesday. tomorrow night the purple onion plans to hold one final comedy marathon. tuesday's auction will include all the furnishings and those autographed photos of the comic legends such as woody allen, phyllis diller and richard pryor. moviegoers in san francisco will have one last chance to catch a flick at our landmark movie theater, known since 1967

for its independent films. the lumiere theater on california street is closing for good. tonight it will show its last picture, "the untouchables". according to the san francisco chronicle, landmark theaters, which currently manages the theater, lost its lease and cannot come to terms with the landlord on a new lease. san francisco is always at the top of the list when it comes to tourist destinations. but now it has a ranking that is, well, rank. "travel and leisure magazine" ranks san francisco the 11th dirtiest city in the country, behind places like new york, new orleans, los angeles and miami. >> 18 million tourists visited san francisco last year. and the pace continues this year. they come for the beauty, but sometimes see the beast. "travel and leisure magazine" ranked san francisco as one of america's dirtiest cities, 11 out of 35 surveyed.

the results are from an online poll of some 50,000 readers, not at all scientific and not at all accurate according to most tourists we talked to. >> i grew up in new york so my threshold for dirt is way up here. i see san francisco and i think i can literally eat off this sidewalk compared to new york. >> he's right, new york is number one or the dirty list. but back to san francisco. >> it's beautiful. i would not say it's a dirty city. have you been to baltimore? this is not the dirtiest city. >> she's right. baltimore ranks third but san francisco deserves to be on the list too, according to some tourists, like this family from australia. >> yeah, it has been a little grimy and dirty. my son got spit on. >> the counterpoint to the not so pristine conditions,

it will become bay lights. a light sculpture. the artist is creating the work using 25,000 high-tech l.e.d. lights that will change in random sequence. >> i'm not creating a light show. this is a piece of fine art. i'm approaching it like an artist. it's almost like painting. >> he was showing off it at the people involved in the project under the bridge. crews will install the lights at night to minimize traffic impact. ben davis came up with the idea two years ago today. >> looking at this bridge and just thinking how could we get people excited about this bridge again? how could we get them to see it for what it really is? >> he headed the drive to raise $8 million in private funding to bring the work to reality. these are the l.e.d. lights and this is the clamp that will hold them in place, designed at the treasure island art complex owned by mr. child's. >> the clips hold in the data cable, as well as the power cable for the whole thing. >> the artist will fine-tune the work on his laptop. >> i'm inspired by all the activity that goes on here, the

motion of traffic, the water, the weather. >> it will bring together art, technology, culture. >> i don't want to be understating the impact it will have as a legacy for others to be inspired to do more with the public realm, public art, to celebrate our culture, our diversity, our unique identity. >> they will begin the install it in october, with a lighting ceremony scheduled for next march. the installation is supposed to be up for two years. but, you know, temporary art has a way of staying around for a lot longer time. in san francisco, don sanchez, abc7 news. in just a few hours people will be taking part in san jose's annual walk to defeat als, also known as lee gehrig's disease. all the funds raised go to help care services and research for this degenerative disease that attacks the brain and nerve cells. its cause is unknown right now. there's no secure. registration for the three mile walk opens at 9:30 at the park.

the emmys nominee reception. first-timers, like cast members from "downtown abby" cannot believe the fuss they have created across the pond. and they were dining on fantastic cuisine and mingling with the competition. the coverage starts this afternoon at 2:00 with the on the red carpet emmy special, followed by the arrivals at 4:00, and jimmy kimmel hosts live at five, followed by an encore presentation at 8:00. i like that idea of an encore presentation, if you have to get out and about in the afternoon, you can still watch tonight. >> right. they have it all covered. >> yeah. >> and we have a little glow behind us. very pretty with some of the clouds around. it's incredible out there with the reds and oranges. we will take you to tahoe right now with temperatures are in the upper 30s. the tahoe valley airport 38. later on today in the 70s with some very breezy winds. in fact, pretty choppy on the leak. back to the golden gate bridge, plenty of clouds here with that marine layer shrouding much of

the golden gate. and visibility reduced along the coast. half moon bay down to a quarter mile. look at this, mount tam, 6:59 is the sunrise. 7:04 it will be setting. just over twelve hours, five minutes of daylight. isn't that pretty out there? beautiful pictures all around the bay and in the east bay, too. vollmer peak looking pretty good. live doppler 7 hd. we will have a few more clouds around to visit us today. a weak system will come in from the north. it will graze northern california and we will see some higher clouds. right now looking at some of the cloud cover in much of the north bay and also in the sacramento valley, we are looking at upper 40s san francisco. fog at the airport. 56 in oakland. some of the warmer locations out toward the east bay. once again, santa rosa 47. half moon bay, we talked about the fog there. 49 los gatos, and 55 mountain

view. we will have slight cooling. the sea breeze picks up as well. for the giants game, a little breezy. over into the east bay, very mild temperatures. in fact, the early part of the week, slightly cooler numbers. but we will still be in the 60s and we will look for the warming trend once again by the end of the work week. throughout the rest of the morning hours we will see plenty of sunshine and 60s and 70s return for the coast around the bay. the high clouds keeping the numbers in the mid-80s. just a little bit cooler for your sunday. yesterday we saw temperatures really warming into the 90s. look what's on the satellite radar come pot sit right now. you see a weak band north of us. an area of low pressure to the east. that will pick up the wind in the mountains and troy the chop on the leak. for us locally, some of the higher clouds, the sea breeze kicks up by later afternoon hours. it all amounts to slightly cooler numbers today. but still very nice out there.

nice, fine looking fall forecast not only for today but for the last week of september. 97 in fresno with 74 in big sur. there is a possibility of rip currents here along the central coast. low 70s for the northern sierra, with 106 in palm springs. 72 oakland, 677 fremont. a few high clouds by mid-afternoon. 81 in napa, but a mostly sunny sky throughout much of your sunday afternoon. 71 in salinas. there's the monterey jazz festival and walnut creek as a festival. the plenty of events and nice weather. a little breezy behind the system. it may heat up and we will see an offshore flow. everything is really dry around here. now look at that shot. that's amazing, isn't it? >> wow. >> what sources are there to combine to make it look like that? >> the lights and the wave lengths. the blue indigo and violets and

shorter wave lengths are scattered out and you get the dominant reds and oranges. >> that's amazing. thank you, lisa. over the summer we asked you to click the "like" button on our facebook page to raise money for bay area foster kids. the bay area sleep train dream campaign raised $30,000, one dollar for every new one. although the campaign is over we are still trying to raise awareness of the needs of foster children. this morning karina rusk reports on a program that's putting foster teens to work. >> reporter: for rachel, this job is more than a paycheck. it's the promise of a better life. rachel grew up in foster care and aged out of the system when she became an adult. she's now 20 and trying to make it on her own. >> right now i'm living in a youth shelter. it's not specifically for foster youth, it's just from 18 to 22, i believe. >> rachel and other young adults with foster backgrounds don't have the traditional family

support which often helps land that first job. that's where teen force comes in. it's a nonprofit here in the county two years ago to help teenagers fine work. last year it also started focusing on the needs of foster kids. the nonprofit has helped prepare nearly 200 young people to enter the workforce and match them with jobs. 19 year old michael is among two dozen who grew up in foster care. >> there's people out there that can help you and stuff like that. it gets a little better. you get on your feet. learn to, you know, do what you have to do, you know, to make it out there in the real world. >> john hogan launched teen force with help from private sector grant money. it follows a business model where employers pay the going rate, generally minimum wage, for the workers and kick in a little extra to help sustain the nonprofit. >> we are putting all these youth to work without relying on any government subsidy. we make it very easy for

employers to hire qualified and motivated youth. >> good will ceo michael fox is one of nine employers in santa clara county putting foster teens and young adults to work. rachel is a human resource assistant at good will and michael is in the recycling warehouse. >> i get some stability in their life and give them the job skill so they can go off and get much better jobs. >> in los gatos, this 19-year-old is one of those with a foster background and an example of why the company says the program makes good business sense. >> we work here with them. that's what i like a lot about this place actually. they give me credit for my skills and i'm grateful for that. >> rachel is also grateful. her job will help her move beyond the youth shelter. >> it's a confidence booster to be able to say i'm a

working woman. >> teen force said there are hundreds of young adults from foster care eager to work. they are not looking for a handout. they are just hoping for help up. in san jose, karina rusk, abc7 news. >> up next, some new disney magic. we will show you the newest cruise ship making it's maiden voyage.

no one got all six numbers. wednesday's jackpot is estimated at $27 million. disney's newest cruise ship, disney magic, is now on its maiden voyage in the caribbean. the disney cruise line is a new addition, setting sail yesterday from their home port of galveston, texas where tourism is a major industry. it's on a six-night cruise with two ports of call. it features amenities like a rainforest spa and great dining rooms. the family element is what sets it apart from competing cruz lines, carnival and royal caribbean. eventually disney magic will offer four-nights and eight-night cruises, as well. abc7 is owned by disney. >> here's lisa argen with a final check of the forecast. >> low clouds confined to the coast. dense fog there. and a very pretty sunrise.
